Friendship Pavilion Reservation Guidelines
The Library is not currently approving reservations for personal, social, fee-based events, or for political organizations designated by the IRS as a Section 527 Political Organizations (e.g. PAC’s, candidate committees, political party committees).
Promotion, solicitation, advertising, sales, or partisan political events are prohibited.
The Pavilion may only be reserved by nonprofits, library partners, or Government organizations.
Program Content and Activity Restrictions.
Programs may not include commercial advertising, partisan political activity, campaign events, or direct solicitation. In accordance with Cleveland Heights ordinance, the following activities are not permitted without prior approval by the Library: musical, theatrical, or other entertainment; parades, processions, or political gatherings; and speeches, harangues, or demonstrations.
Each organization may make a maximum of two (2) bookings per month.
Reservation requests for the Pavilion may be submitted up to two months in advance and no fewer than seven (7) days before the requested date.
To reserve the Pavilion the organization must provide a valid Employer Identification Number (EIN) or digital copy of Government issued documentation articulating their non-profit status.
Reservation times must include setup and cleanup. For example, if your event runs from 3:00–4:00 p.m. and you need 30 minutes to set up and reset, you must reserve the Pavilion from 2:30–4:30 p.m.
Access to the space is limited to the approved reservation period. Early entry or extensions are not permitted.
The reservation is for the Pavilion only. The rest of the park remains a public space, and must be shared by all.
How to Place Your Reservation Request
Choose a Location
Use the drop-down menu above to select your preferred library location.
Select Your Date
Click “Go To Date” (located beneath the calendar date) to choose a specific date.
Use the left and right arrows to move forward or backward one week at a time.
Select a Start Time
Click on a green box representing your desired start time.
Adjust Your End Time (if needed)
After selecting your start time, a drop-down menu will appear beneath the list of rooms. Use it to choose your end time if it differs from the default.
Submitting Your Request
Review your selections and click “Submit Times.”
PEACE Park Use Policy
Please read all regulations carefully. By continuing, you acknowledge that you have read and agree to abide by the following:
Applicability of Library Policies
All users of PEACE Park must comply with all Library policies, including the Library Code of Conduct and PEACE Park Policies.
Public Access
PEACE Park is a public, open space. Reservations and private events may not restrict access by other park users.
Prohibited Uses
The park may not be used to operate a business, church, or other ongoing enterprise.
Program Content Restrictions
Programs may not include commercial advertising, partisan political activity, campaign events, or direct solicitation.
Nonprofit Use Restrictions
Nonprofit organizations may not use their nonprofit status to reserve Library spaces for personal events.
Reservations and Timing
Reservation times must include all setup and cleanup activities.
Prohibited Items and Activities
Alcohol, smoking (including vaping), open flames, fireworks, glass containers, knives, sharp objects, and propellant devices are strictly prohibited on Library grounds.
Supervision Requirements
Children and vulnerable adults must be supervised at all times. Unattended children or vulnerable adults are not permitted in the park. Users should refer to the Library’s Unattended Children and Vulnerable Adults policy for additional details.
Animals
Dogs are permitted only when leashed and under the control of their owners. The Library assumes no responsibility for the behavior of animals.
Noise Regulations
All City of Cleveland Heights noise ordinances must be observed.
Structures
No structures may be erected in the park without prior Library approval.
Hours of Operation and Risk
The PEACE park closes daily at 9:00 p.m. Use of the park is at the individual’s own risk.
Vehicles
Motorized vehicles are prohibited within the park, except for accessibility vehicles, and must otherwise remain on city streets.
Cleanliness and Waste Disposal
Users are responsible for leaving the park clean. Trash must be bagged and placed in or adjacent to existing receptacles. Recycling must be placed in labeled bins; all other waste must be placed in landfill containers.
Courtesy to Neighbors
Visitors must be courteous to neighboring residents when entering, using, or leaving the PEACE park.
Program Priority
Library programs take precedence over all other scheduled uses. In rare instances, reservations may be modified or canceled due to Library programming needs.
Emergency Closures
The Library reserves the right to close PEACE Park in the event of an emergency.
